Sandia Heights occupies the western base of the Sandia Mountains in unincorporated Bernalillo County, with the Albuquerque city limits along its southern edge. The Sandia Peak Tram Company began the development in 1965, and Robert Nordhaus and Ben Abruzzo kept assembling foothills land into the mid-1970s, releasing it as numbered plat units rather than one subdivision. Tramway Road divides those units into a north and a south half, and the tramway base station stands just beyond the northern boundary. A homeowners association reviews exterior changes and enforces the covenants unit by unit, while a private company, not the city, delivers water and wastewater.
Membership in the Sandia Heights Homeowners Association is optional and billed monthly through the same account that covers water service. It carries architectural applications and guidance at no charge, notary hours, the GRIT newsletter in print, an annual resident guide and directory, contractor evaluations, a vote at the annual meeting, and discounted passes on the tramway. Assessments recorded on property here also go toward common areas, road maintenance, grounds and security.
The association tracks covenants for roughly 38 units, so the rules a given property answers to depend on which plat it sits in. Several pockets, among them Hawks Landing and North Tramway Estates, keep separate associations of their own.

Elena Gallegos Open Space spreads over 640 acres of piñon and juniper on the slope nearby, with picnic shelters, the self-guiding Cottonwood Springs trail and foot access to the Sandia Mountain Wilderness. The area is zoned to Albuquerque Public Schools; Double Eagle, Desert Ridge and La Cueva serve it.
