Juan Tabo Hills in Albuquerque, NM

Juan Tabo Hills is a planned residential area on the hills at the southeast edge of Albuquerque. Two city public improvement districts, Volterra and Juan Tabo Hills Estates, financed the streets and utilities that opened the slope to housing, and the older district also set aside ground for attached units and a small commercial pocket. Homes here fall under a homeowners association. The center of the neighborhood is a nine-acre city park stepped into the hillside, with play areas, shaded picnic pavilions, workout stairs, and an embankment slide the neighborhood association calls the longest in Albuquerque.

The homeowners association is the Volterra Homeowners Association, which handles owner business through its own portal, separate from the neighborhood association and its block-level organizing, swap program, and coordination with a contracted private security patrol. Quarterly dues cover common areas, road maintenance, and security.

Both public improvement districts were created by city council resolution, Volterra in 2009 and Juan Tabo Hills Estates in 2017, to fund infrastructure ahead of construction. Each recovers that cost through an annual special levy assessed on every lot inside its boundary.

Juan Tabo Hills Estates is the sub-community recorded beneath it: its own public improvement district, roughly eighty-five developable acres, authorized eight years after Volterra's.

The park is a District 9 capital project and is still going up in phases. A dog park is designed and waiting on construction, and later phases are drawn to add a trail to a small plaza on the ridge top, more turf grass, and connections to the city's Open Space network. The first phase was paid for with general obligation bond money and state capital outlay.
