Northern Meadows in Rio Rancho, NM

Northern Meadows is a master-planned community in Rio Rancho, laid out in numbered phases within the 87144 ZIP and built out from the late 1990s into the 2000s. It sits across Unser Boulevard from the Rio Rancho Events Center. Detached single-family houses on compact, landscaped lots line curving streets with sidewalks, and small neighborhood parks are scattered among the phases: King Meadows, Clayton Meadows and Havasu. Cielo Azul Elementary stands inside the community. A property owners association keeps up the common landscaping and front yards and runs events through the year.

The Northern Meadows Property Owners Association looks after the shared ground, with HOAMCO handling day-to-day management from an office in northwest Albuquerque. Assessments go toward landscaping and the irrigation water that keeps front yards green, insurance, road upkeep, management and the community calendar, and the association also pulls out oversized or damaged plantings in common areas. Residents log landscape requests through an online ticket system; the same portal carries governing documents, announcements and autopay enrollment.

Association events give the year some shape: food trucks pull into one of the parks on set evenings, and decorating contests come around at Halloween and again in December. Landscaping is the association's most visible work and its most debated one. Residents have pressed the board publicly about the gap between the service promised and the service delivered, with some keeping up their own front yards in the meantime.
