Lomas Encantadas in Rio Rancho, NM

Lomas Encantadas is a master-planned community in northern Rio Rancho, spread across roughly 840 acres bounded by Chayote Road on the west, Lincoln Road on the south, NM 528 on the east, and the older Enchanted Hills subdivision on the north. City planning documents describe it as mixed-use but predominantly residential; the area was formerly known as Enchanted Hills South. Homes have gone up in phases since the mid-2010s, built largely by production companies such as Abrazo Homes and D.R. Horton. A master association governs the neighborhood, and a public improvement district covers part of it.

The Lomas Encantadas/Enchanted Hills Public Improvement District, formed in 2016, covers about 357 acres: 320 inside Lomas Encantadas and 37 in the adjoining Enchanted Hills subdivision. It financed sanitary sewer, water lines, drainage, grading and landscaping along with the park and trail work, and that cost is repaid by the property within its boundary. The district footprint is tighter than the master plan area, running to the Venada Arroyo on the south and Rio Rancho Estates Unit 20 on the west.

The master association handles common-area landscaping and road maintenance, billed monthly. Lomas Encantadas Park anchors the recreation side with an outdoor pickleball court that takes no reservation, and the walking paths built under the district tie the neighborhood parks together.
