Cleveland Heights in Rio Rancho, NM

Cleveland Heights is a master-planned community at the north end of Rio Rancho, in the Paseo del Volcán corridor and immediately next to V. Sue Cleveland High School. D.R. Horton is the builder behind much of the housing, working through phases as the ground is platted. Rio Rancho's Governing Body adopted the roughly 675-acre Cleveland Heights Master Plan in August 2025, splitting the tracts off from the older Paseo Gateway plan and holding about 21 acres as open space, with parks added section by section. A homeowners association maintains the common areas and the roads.

The land belongs to the New Mexico State Land Office and is leased to Paseo Gateway, LLC, which asked the city to pull the state tracts out of the larger Paseo Gateway plan and run them under a plan of their own. Rio Rancho's Governing Body approved the amendment, the new plan and the rezoning in three unanimous votes on August 28, 2025.

Zoning is mostly R4, the city's single-family district with a 4,000-square-foot minimum lot, with smaller pockets set aside for C1 retail, mixed use and light industrial. Drainage runs through five small regional ponds spread across the plan rather than one large basin.
